Lincoln Bloomfield Jr

founded Palmer Coates LLC in 2005. His education and professional career have centered on international affairs, including foreign policy and defense. He was appointed by President George W. Bush to be the U.S. Special Envoy for MANPADS Threat Reduction from 2008-09 with the rank of Ambassador. From 2001-2005 he was U.S. Assistant Secretary of State for Political Military Affairs, also serving as Special Representative of the President and Secretary of State for Humanitarian Mine Action. He previously served as Deputy Assistant Secretary of State for Near Eastern Affairs (1992-93), Deputy Assistant to the Vice President for National Security Affairs (1991-02), and Principal Deputy Assistant Secretary of Defense for International Security Affairs (1988-89). He was a member of the US water mediation between Israel and Jordan in 1990, and a member of the US delegation negotiating the future of US facilities in the Philippines in 1991-92. In eight years as a Defense Department official beginning in 1981, Mr. Bloomfield served as Country Director for Lebanon (1982-85) and Country Director for Thailand, Laos, Cambodia, Vietnam and Burma (1985-86) among other policy responsibilities.

Outside of government, Ambassador Bloomfield served as Chairman of the nonpartisan Stimson Center for eight years, and is today Chairman Emeritus. He serves as a Director and National Executive Committee Member of the U.S. Water Partnership; a Director of The Global Environment & Technology Foundation; a Director of the Michigan-based non-profit The Last Kilometer, aimed at addressing global energy poverty beyond the grid; and Non-Executive Director of European Metals Holdings, a Perth, Australia company developing the most globally significant hard-rock lithium resource in Europe, located in the Czech Republic. He is Strategic Advisor at Seatrec, Inc., maker of the patented ocean-based thermal engine InfiniTE profiling float enabling unlimited sensing in the ocean; Senior Advisor at WestExec Advisors; member of the Global Advisory Group of London-based Sulnox plc, maker of fuel conditioners that reduce emissions, increase mileage, and extend engine life in maritime and land-based engine fleets; Advisor with MK Advisors, a woman-led energy project team; and President/Co-Founder of D3 Express, a Silicon Valley drone technology company developing revolutionary  enhancements to drone flight performance, among other commercial engagements.  He has previously been a founding partner at Armitage Associates LLC; Chairman of Bell Pottinger Communications USA, Inc.; founding Vice Chairman of Hawaii-based Mana Pacific, a benefit corporation facilitating Pacific Island transition to locally-controlled renewable grid energy; Non-Attorney Consultant at Akin Gump Strauss Hauer & Feld LLP; and Operating Advisor at Pegasus Capital Advisors, among other commercial engagements.
